Neosho Police are looking for the suspect who skinned a dog alive and is turning to the public for help. Police encouraged anyone who might have information regarding the suspect to contact their local authorities.According to a press release from the City of Neosho, they found a female beagle that had approximately 75 percent of its skin removed while still alive. The dog had not been abused or injured prior to escaping from its owner’s home.
